This product, as do some other water additives, contain xylitol which is a known toxin to dogs, a very small amount of which can cause liver damage in smaller dogs. I have not heard whether it is toxic to cats.

Drinking Water Additive for Dogs & Cats

BreathaLyser Plus is a pleasant-tasting animal care cosmetic solution, formulated by veterinarians to help maintain oral hygiene & decrease your pet's bad breath. Unlike direct application products, it is simply added to the drinking water.
This enhanced formula provides a specific proteolytic enzyme (Emilgase) & zinc oxide to help reduce the sources of foul smelling breath without brushing.
Safe & effective for dogs & cats.
Warning: Keep out of reach children. Not intended for human consumption. Store at room temperature.
Ingredients: Purified water, glycerine, hydroxymethylcellulose gum, xylitol, polysorbate 20, potassium sorbate, sodium benzoate, barley malt extract, zinc gluconate, proteolytic enzyme (Emilgase), D&C Blue No. 1 & chlorhexidene digluconate 0.049% w/w as a preservative.
Directions:
Use BreathaLyser Plus treated-water on a continual basis for best results.
Large Dog Breeds: Add 2 capfuls to at least 1 quart of drinking water daily (10mL per L).
Small Dog Breeds & Cats: Add 1 capful to a minimum of 1 pint of water (5mL per 500mL).
Mix fresh BreathaLyser Plus solution daily & discard any not consumed within 24 hours. Provide supplemental fresh non-treated drinking water if required.
